Commenting ahead of Ofgem's price cap announcement tomorrow (Friday) [1] which is expected to see average dual fuel bills fall slightly from July [2], Jess Ralston, analyst at the Energy & Climate Intelligence Unit (ECIU) said: 

"While a U-turn on the Winter Fuel Payment could help this year, it’s a sticking plaster solution for the chronic under-investment in insulating the UK’s homes over the past decade. Bill payers and taxpayers – who ultimately subsidise these payments – will continue to pay over the odds for the UK’s leaky homes if the Government delays insulation schemes that can permanently bring down the bills of those struggling the most. This is the cost of 'not zero'.

“The UK has some of the coldest, dampest homes in Europe, making people sick, putting greater pressure on the NHS and leaving us more dependent on gas markets manipulated by foreign actors like Putin.”
